I am looking around for different software resources to make this work.

There have been a few people that have put freedos in a docker image. here is one on github It seems to use qemu.
Freedos supports qemu's emulated network card... freedos network tutorial
Another possibility is dosemu
And I suppose headless DOSBOX is the all-else-fails scenario that I could always run in a regular linux ec2 instance. This might have some advantages, since DOSBOX supports IPX tunneling... you can run a whole 'old' LAN in aws.
